The “perfect” number changes with climate, humidity, clothing, activity, and household needs. For efficiency, the useful principle is keeping the home as warm as remains comfortable.
“Won’t turn on” means the heating cycle never starts. That is different from a system that runs but does not warm the home. First confirm that the thermostat is actually calling for heat.
A radiator that is warm at the bottom and cool at the top can contain air, but not every cold radiator needs bleeding. Confirm that it is a hot-water radiator with an accessible bleed valve.
The best setting depends on occupants, insulation, humidity, and the heating system. For energy savings, the useful goal is avoiding higher-than-needed indoor temperatures for long periods.

Compare gas usage, billing days, and the unit price with the same period last year before assuming an appliance is failing. Colder weather can sharply increase heating demand, while rate changes and estimated meter readings can raise the bill even when habits have not changed. If you smell gas, stop investigating the bill and follow your utility’s emergency instructions.
